on April 18, 1795, "an act was passed by the Pennsylvania State Legislature,
providing for the laying out towns at Presque Isle (Erie), at the mouth of French Creek (Franklin),
at the mouth of the Conewango Creek (Warren), and at Fort Le Boeuf (Waterford)."
